The trick is to find a fuel or propulsion concept with a very high specific impulse that is, push out little mass very fast, therefore you need to carry less mass with you for the same change in momentum. Another solution is to minimize your delta-v by launching from an aircraft or at high altitude. Actually, fuel and hardware to eject is it about 95% of the weight of a spacecraft, only 5% or so is useful payload.

We can get to space. building a interstella space craft capable of long distance travel would be simple enough, the high thrust shuttle service can ferry all the needed parts to a spacestation where a much larger craft capable of low thrust long burn travel can be built. It wouldnt ever need to make planet fall or lift off. As such the problems of breeching an atmosphere are uneccesary.
